Whilst we are sending out your new sticker, please leave your Garden waste bin(s) out on your usual bin day for collection.

Below are some questions residents commonly ask us about the Garden waste service.

The 2024/25 Garden waste service

What is the 2024/25 Garden waste plan?

We have simplified our Garden waste service for 2024/25. This means that we will only be offering the annual 12-month plan.

What is the Garden waste fee this year?

This year our annual service costs £69.00 which equates to £2.67 per collection. This is a small increase of £4.00 on last year due to rising costs. For residents on Council Tax Support (CTS), the annual cost is £34.50.

I want more than one Garden waste bin, what are the costs?

A single Garden waste bin will cost £69.00 for the year. If you would like two bins it would cost £124.00 for the year. If you would like three bins it would cost £179.00 for the year.

If you are receiving CTS, a single bin will cost £34.50 for the year. If you would like two bins it would cost £69.00 for the year. If you would like three bins it would cost £103.50 for the year.

I used to receive a discount, why don't I receive it any more? 

We check all subscriptions each year. We compare them to our Council Tax system. You may have been eligible before, but you may not be eligible any more. CTS qualifies you for a reduced fee, but Single Person Discount will not.  

Direct Debits

Why can't I sign up for the Garden waste service by Direct Debit?

The option to sign up via Direct Debit is no longer available. This is due to the payments being taken within the coming months. You can still sign up to the service using a Debit or Credit card using our Garden waste sign up form.

How do I cancel my Direct Debit?

Enter your postcode on our Bins page. Navigate to the Garden waste tab and select 'I want to cancel my service, from the list of options. 

Why is the date of first collection on my Direct Debit email an old date?

Your date of first collection shows the first year you signed up for the service. We processed this year's “regular amount” payment on the 4th March 2024.

Can I change my Direct Debit details?

You will be able to amend your details from April 2024.

When will I be charged for the garden waste service?

You will be charged on the 4th of March or the next working day each year.

Will you tell me about my Direct Debit payment before I am charged?

You will get a reminder from our Direct Debit system. This is to let you know that the money will soon be coming out of your account. This reminder will be sent to you via email.

How much will I be charged for my Direct Debit for Garden waste?

We will email you before the 4th March each year. This is to let you know how much we will be charging you for the Garden waste service. You can contact your bank who will be able to tell you the amount we will deduct.

Payments

I have duplicate subscriptions; how can I get a refund?

To request a refund complete our Garden waste enquiry form. Please note that refunds can take up to 10 working days to process.

Can I get a discount for the Garden waste service?

Yes you can, if you currently receive Council Tax support (CTS). Single Person’s Discount (SPD) is different from CTS. SPD does not qualify you for a discount for the Garden waste service.

What if I want to query a Garden waste payment?

If you have been overcharged please fill in our Garden waste enquiry form. Our team will investigate your case and contact you with a refund if there is any money owed.

If I sign up later in the year do I still have to pay full fee?

Yes, our Garden waste policy was reviewed in 2022, and we now have a fixed price for the service. This includes if you sign up much later in the year.

Can I pay for a Garden waste service for a different address?

Yes, you can pay for someone else. You will need to enter the address you want the waste collected from on the form. When you make payment, there will be a section for you to enter your own billing address.

I made payment, why is my subscription not appearing on the website?

Please fill in our Garden waste enquiry form. One of the team will investigate the issue and get back to you.

 Subscriptions and stickers

Can I subscribe for part of the year?

The Garden waste subscription is for a full year. It is not possible to subscribe for part of the year. This allows us to offer you a better and more reliable service.

In April 2023 we switched to a single annual service. We also reduced the annual cost from the previous cost of £75.00.

When will I get my sticker, and when will my collections start?

What if I have not received my confirmation email?

When you subscribe you should receive a welcome email. The email may not be sent right away. Our systems need time to confirm your details.

Once we process your subscription, your email will be sent. Please allow up to five work days. You will receive your email and membership number. If you still do not receive your email please fill in our Garden waste enquiry form.

What do I do if I cannot sign up because it says I already have a subscription?

If you already have an active subscription, you cannot sign up again. If you think this is incorrect, please fill in our Garden waste enquiry form. A member of our team will investigate the issue and get back to you.

My sticker has faded or been lost, can I get a replacement sticker?

You can request a replacement sticker to be sent out to you in the post. To request a new sticker enter your postcode on our Bins page. Navigate to the Garden waste tab. Select 'Order a new or replacement sticker' from the list of options.

Why have I not received my Garden waste sticker?

See our Garden waste sticker table to find out when your stickers will be sent out. If you don't have your sticker by the date on the table, you can request a replacement sticker. You can request a new sticker by entering your postcode on our Bins page. Navigate to the Garden waste tab. Select 'Order a new sticker' from the list of options.

How can I add more bins to my Garden waste subscription?

You can add or remove bins from your subscription. Enter your postcode on our Bins page. Navigate to the Garden waste tab. Select 'I want to make a change to my service' from the list of options.

What If I have extra Garden waste?

Our bin crews will not collect any waste which is not inside your bin. For example, bags of waste or extra foliage left next to your bin. Extra waste may also mean that your bin is not collected.

Extra waste can be brought to the Harrow recycling centre for free. There are charges if you bring Garden waste to the Recycling Centre in a van. The fees for vans are currently £80.00 per tonne with a base charge of £25.00.

What if I no longer need my Garden waste bin?

If you no longer need your bin, you may want to ask your neighbours or family to see if they need a brown bin. They will need to be residents of Harrow. If you want to return the bin back to us, you can take your bin to Harrow recycling centre.

Can I not hire a Garden waste bin?

We no longer offer a hiring option. You can buy a new Garden waste bin for £33.70 which will be yours to keep for good. This will not include the collection service. You would need to organise disposal of the waste.

What if I have the assisted bin collection service?

This includes picking up your Garden waste bins. You will not need to tell us; our bin crews will also collect your Garden waste bins. See more details about assisted bin collections.

Can I sign up for a Garden waste if I live in a block of flats?

Yes, we will only collect your Garden waste bin from the communal collection area. The Garden waste service will need to be assigned to a specific flat number. This is even if the Garden waste bin is shared by more than one flat.

I own a business; can I sign up for the Garden waste service?

Yes. Once you subscribe, we will then collect your Garden waste bin from your property.

Moving home

I am moving to a new home in Harrow, can I transfer my subscription?

If you move to a new house but remain in Harrow, you can update your Garden waste address online. We will transfer your subscription to your new address. You will need to make sure you take your Garden waste bin with you. 

To tell us you're moving, enter your postcode on our Bins page. Navigate to the Garden waste tab. Then select 'Change my garden waste address' from the list of options.

I am leaving Harrow, can I move my subscription?

If you are leaving Harrow, you cannot move your subscription. You will need to cancel your Garden waste service. You will only get a refund if you cancel within the first 14 days of subscribing to the service.

Enter your postcode on our Bins page. Navigate to the Garden waste tab. Then select 'I want to cancel my service' from the list of options.

I am leaving Harrow can I get a refund?

If you are leaving Harrow and you cancel your service, you will not be eligible for a refund. You will only get a refund if you cancel your subscription within 14 days of signing up.

Do I need to take my brown bin with me when I move home?

Yes, when you move home, you will need to take your brown bin to your new property. If you would rather buy a new bin, enter your postcode on our Bins page. Navigate to the Garden waste tab. Then select 'order a new or replacement bin' from the list of options.

Missed bin collections

Why was my Garden waste bin not collected?

There are a few reasons why your bin may not have been collected, including: 

  • your bin was not placed in the correct location for collection 
  • your bin was overweight
  • your bin was contaminated with the wrong items inside it. 

To find out why your bin was not collected, enter your postcode on our bins page.

If there is no reason displayed for your missed bin, your bins may have been missed in error. In this case, you can report it online within 48 hours of your scheduled bin day. It may take up to three working days for our bin crews to return to collect your bin. For more details, see our missed bin collections page. 

My Garden waste bin was not collected, can I get a refund?

We do not offer refunds for missed collections.

If my Garden waste bin is missed, where can I dispose of the waste?

Garden waste can be brought to the Harrow Recycling centre for free. There are charges if you bring Garden waste to the Recycling Centre in a van. The fees for vans are currently £80.00 per tonne with a base charge of £25.00.

Why has only one of my Garden waste bins been collected?

Our bin crews will only pick up the number of Garden waste bins on your subscription. You can view how many bins you are subscribed for online. Enter your postcode on our Bins page. Navigate to the Garden waste tab. Then select 'I want to make a change to my service' from the list of options.

Repairs and missing bins

My garden waste bin is broken, can I get a new one?

If you can no longer use your Garden waste bin due to damage, you can buy a new bin. Enter your postcode on our Bins page. Navigate to the Garden waste tab. Then select 'order a new or replacement bin' from the list of options.

If our bin crews damage your Garden waste bin, they will post a card in your letterbox. Our bin crews will then order a new bin to be delivered to you free of charge. If your bin lid or pin is damaged, you can request a bin repair.

My bin was lost, can I get a new one?

If your bin is missing, you should check your neighbour's bins. Sometimes bins are taken by accident. If your bin has fallen into the back of our bin lorries, the crew will post a card in your letterbox. Our bin crews will then order a new bin to be delivered to you free of charge. 

If you still can’t find your Garden waste bin, you can buy a new bin. Enter your postcode on our Bins page. Navigate to the Garden waste tab. Then select 'order a new or replacement bin' from the list of options.

My bin is damaged, can it be repaired?

If your bin lid or pin is damaged, you can request a bin repair. If the main body of the bin is damaged, you will need to pay for a new one. This is unless the damage was caused by our bin crews. Enter your postcode on our Bins page. Navigate to the Garden waste tab. Then select 'order a new or replacement bin' from the list of options.

Cancellations

How can I cancel my Garden waste service?

You can cancel your service by filling in our cancellation form. You will only get a refund if you cancel in the first 14 days of subscribing. Cancel or request a refund by entering your postcode on our Bins page. Select the Garden waste tab and then select 'I want to cancel my service' from the list of options.

Will I receive a refund once my subscription is cancelled?

If you cancel within 14 days of subscribing, you will be eligible for a refund. If you cancel outside of the 14-working day period, you will not be eligible for a refund.

Is there any other way to dispose of my garden waste?

You can compost at home instead of using our Garden waste service. Composting at home is easy. It provides you a great source of nourishment for your garden. For more details, see our composting page. You can also visit your local DIY or Garden Centre for composting bins.

Why does my sign-up date say '18/01/24' on the cancellation form?

Direct Debit customers may see their sign-up date as '18/01/24'. We did this because we recreated all subscriptions to change the fee. We did it in time for the service to start in April 2024.

Cancelling your Garden waste service (Direct Debit)

You can cancel your service by filling in our cancellation form. This will cancel your service and also cancel your mandate. This will mean that you do not get charged again for the service.

To cancel your subscription, Enter your postcode on our Bins page. Navigate to the Garden waste tab and select “I want to cancel my service” from the list of options.
