Interview panel
We are pleased to introduce our Interview Panel for the buildings in Round One, who will be considering applicants on the dates of 12 and 18 December.
Cllr Paul Osborn (12 December only)Cllr Paul Osborn has lived in the Borough for over 30 years and has fought over many years to save Pinner’s Police Station and to support local businesses. Since May 2022, he has been Leader of Harrow Council, as well as Leader of the Conservative Councillor Group on the Council since 2017. Under his leadership, Harrow Conservatives gained control of the Council for the first time since 2006. He worked for a number of years in the IT sector in the City of London and Docklands, along with serving as the Chairman of the Lee Valley Regional Park Authority and Vice Chairman of Conservative Way Forward. Cllr Osborn is a keen American Football fan, supporting the Miami Dolphins and enjoys Country music and Bourbon. |

Emma TalbotEmma Talbot is the Strategic Director of Housing and Regeneration at the Council. She is responsible for leading the Directorate working across Planning, Regeneration, Housing and the Corporate Estate, delivering the Council’s ambitions for growth and investment. This includes all aspects of housing as well as promoting and coordinating development focused on strategic place making, to improve the economic, social and environmental well-being of the Borough’s residents. |

John OrchardJohn Orchard is an Architect and established Orchard Associates in 1985, which is based in Harrow-on-the-Hill. The practice specialises with a sensitive design approach to architecture and prides itself on close attention to individuality. Their portfolio covers commercial and residential works, including private individual houses, small housing schemes and work to listed buildings and buildings within Conservation Areas and Green Belt. John is also a member of Harrow Conservation Area Advisory Committee and Twentieth Century Society, an Honorary Architect to the Pinner Association and Advisory Architect to the Pinner High Street Committee. |
Troy NorbertTroy Norbert is the CEO of Victoria Hall Harrow, a key community hub in the heart of Harrow Town Centre. Having grown up in Harrow, he is deeply committed to place-based, equitable development in the Borough, with him recently overseeing raising over £60,000 for the local asset renovation at Harrow Recreation Ground. He brings a wider strategic perspective as the Co-Vice Chair of The Blagrave Trust, and a Trustee of both Young Brent Foundation and Partnership for Young London. Troy is passionate about collaborative solutions that ensure buildings serve as accessible, sustainable, and thriving centres for the entire community. |

Bella Colafrancesco (18 December only)Bella Colafrancesco is Harrow Council’s Interim Director of Inclusive Economy, Leisure and Culture and is a public-sector transformation leader with extensive experience supporting councils, charities, and community partners rethink how local services and spaces can better serve their communities. Her career spans leisure, regeneration, public health, and strategic partnerships, including leading major change programmes, securing investment for community assets, and redesigning services for long-term sustainability. |
