Interview panel
We are pleased to introduce our Interview Panel for the buildings in Round Two, who will be considering applicants on the dates of 23 and 25 March.

Cllr Paul Osborn
Cllr Paul Osborn has lived in the Borough for over 30 years and has fought over many years to save Pinner’s Police Station and to support local businesses. Since May 2022, he has been Leader of Harrow Council, as well as Leader of the Conservative Councillor Group on the Council since 2017. Under his leadership, Harrow Conservatives gained control of the Council for the first time since 2006.
He worked for a number of years in the IT sector in the City of London and Docklands, along with serving as the Chairman of the Lee Valley Regional Park Authority and Vice Chairman of Conservative Way Forward. Cllr Osborn is a keen American Football fan, supporting the Miami Dolphins and enjoys Country music and Bourbon.

Emma Talbot
Emma Talbot is the Strategic Director of Housing and Regeneration at the Council. She is responsible for leading the Directorate working across Planning, Regeneration, Housing and the Corporate Estate, delivering the Council’s ambitions for growth and investment.
This includes all aspects of housing as well as promoting and coordinating development focused on strategic place making, to improve the economic, social and environmental well-being of the Borough’s residents.

Shireen Morrison
Shireen is the Founder and Director of Crowning Greatness CIC and leads the Crowning Greatness Community Hub at Harrow Art Park, where the organisation proudly serves as the anchor tenant.
A former student of Sacred Heart High School and St Dominic's Sixth Form in Harrow, Shireen is deeply rooted in the local community and passionate about creating positive pathways for young people.
She introduced the Backstage to Centre Stage music programme across several Harrow schools, using music, media, and creative enterprise to deter young people from anti-social behaviour and gang affiliation. Her work focuses on social and economic empowerment, helping young people build confidence, skills, and aspirations through creativity.
Crowning Greatness works closely with Harrow Council, including delivering sessions with the Youth Justice Team at Wealdstone Youth Centre.

Mike Kerrison
Mike has lived in the borough for over 40 years, having been brought up and attended university in the West Country.
Mike is a former Chartered Accountant and has had several roles in the city during his career. These roles have typically been in Finance, Technology and Risk for international financial institutions.
During his career Mike has been a passionate believer in the importance of leveraging commercial organisations knowledge and expertise for the benefit of Social Enterprises.
Mike has been a member on a number of Social Enterprise Boards, created a mentor scheme for early-stage social entrepreneurs and sat on the Corporate and Social Responsibility committees for two large financial institutions.
