Cllr Paul Osborn

Cllr Osborn

Cllr Paul Osborn has lived in the Borough for over 30 years and has fought over many years to save Pinner’s Police Station and to support local businesses. Since May 2022, he has been Leader of Harrow Council, as well as Leader of the Conservative Councillor Group on the Council since 2017. Under his leadership, Harrow Conservatives gained control of the Council for the first time since 2006.

He worked for a number of years in the IT sector in the City of London and Docklands, along with serving as the Chairman of the Lee Valley Regional Park Authority and Vice Chairman of Conservative Way Forward. Cllr Osborn is a keen American Football fan, supporting the Miami Dolphins and enjoys Country music and Bourbon.


Emma Talbot

Emma Talbot

Emma Talbot is the Strategic Director of Housing and Regeneration at the Council.  She is responsible for leading the Directorate working across Planning, Regeneration, Housing and the Corporate Estate, delivering the Council’s ambitions for growth and investment. 

This includes all aspects of housing as well as promoting and coordinating development focused on strategic place making, to improve the economic, social and environmental well-being of the Borough’s residents.


John Orchard

John Orchard

John Orchard is an Architect and established Orchard Associates in 1985, which is based in Harrow-on-the-Hill. The practice specialises with a sensitive design approach to architecture and prides itself on close attention to individuality. Their portfolio covers commercial and residential works, including private individual houses, small housing schemes and work to listed buildings and buildings within Conservation Areas and Green Belt.

John is also a member of Harrow Conservation Area Advisory Committee and Twentieth Century Society, an Honorary Architect to the Pinner Association and Advisory Architect to the Pinner High Street Committee.
