We offer parking in car parks and on-street pay and display bays across Harrow. We want to make parking as simple and clear as possible for everyone. You can view a map of all car parks and tariffs at the bottom of this page.
All our parking spaces are free for vehicles with a valid Blue Badge. Charges apply on bank holidays. This is unless local street signs say otherwise. Find out more on our page about applying for a Blue Badge.
One hour free parking
You can park for free for up to one hour once per day in our on-street bays and most council car parks. To get your free hour, register your vehicle session first. You need to do this before leaving your vehicle. You can register your free session:
- on the PayByPhone app
- at a local PayPoint shop
- at a ticket machine.
Free parking is only valid for your first stay of the day. This means you cannot leave and come back to the same bay and register another free hour. It does not apply to Resident permit bays. This is unless local street signs say otherwise.
After the first hour, you can be charged from £1.05 to £3.15 per hour depending on your location.
If you do not register your free session, you may receive a Penalty Charge Notice (PCN).
How to pay for parking
The fastest way to pay for parking in Harrow is with the PayByPhone app on your mobile. Once you download the app and register your vehicle, you will need:
- The location code printed on nearby street signs
- A valid debit card or credit card
Paying by telephone
If you don't have a smartphone, call 020 8039 1101 or the number on the nearest parking sign.
- Call the phone number.
- Follow the automated voice prompts to type in your location code.
- Wait for the text message on your phone before leaving your car.
You can extend your parking time later by calling the same number.
Don't have a mobile phone?
You can pay with cash or card at any local shop displaying the PayPoint sign. PayPoint is a payment service. You can find it in local convenience stores. Nearby signs will show you where the closest PayPoint store is.
When you get to the convenience store, you need to:
- Tell the shopkeeper your vehicle registration number
- Tell the shopkeeper your PayByPhone location code.
The PayByPhone location code will be on a sign nearest to your parked vehicle. You do not need to put a paper ticket in your vehicle window after paying in a store.
If there is no PayPoint store nearby, there will always be a pay and display machine. Please note that pay and display machines are card only. After making payment, put your ticket in your vehicle where it can be seen.
Council car parks
You can park for free for up to one hour in most of our council car parks. Charges apply after your free hour. The tariffs shown below are applicable up to 31st March 2027. Council car parks are located at:

Parking fines and debt recovery
Sometimes if you over stay your parking session you might get a parking fine. This parking fine is called a PCN. If a PCN is not paid on time, relevant debt-recovery procedures must be followed.
1. Notice to Owner
If a fine remains unpaid, a Notice to Owner letter is sent to the registered vehicle owner. You will have 28 days to pay in full or formally challenge the fine.
If your challenge is rejected, an independent legal adjudicator will review your case. This can be done by post or during a hearing. Their final decision is binding for everyone.
2. Charge Certificate
If you ignore the Notice to Owner, you will receive a Charge Certificate. Your fine will also increase by 50%. You must pay within 14 days. You cannot appeal at this stage.
If you do not pay, the debt is registered with the county court. A £10 court fee is added to your debt and an Order of Recovery is issued.
3. Order of Recovery
When you get an Order of Recovery, you have 21 days to pay or complete a legal statement. If no action is taken, the court will issue a warrant to collect the money.
4. Certificated Enforcement Agent
If you do not comply with the court order, bailiffs will be asked to collect the debt. Bailiffs add their own fees, which will make the total cost much higher.
