What is a Controlled Parking Zone?
We want our streets to be safe, clear, and easy to navigate for everyone. A Controlled Parking Zone (CPZ) helps us manage traffic. It can also help residents find parking close to their homes.
A CPZ is an area where street parking is restricted during set hours of the day. Only residents who live in that zone and have a valid permit can park on these roads. Roads within a CPZ will have signs to make drivers aware of the restrictions.
CPZs help to keep our roads clear for emergency vehicles. They also stop parking spaces from being used up by non-residents.

The exact hours and days are printed on entry signs at the start of each zone. Check local street signs closely when you park your car. You can view parking zones and restriction times on our online map.
Parking in a CPZ
If you live in a CPZ, you need a Resident parking permit to park in marked bays. You need a permit during the restricted hours shown on signs next to the bay.
Having a permit makes it much easier to find a space near your home. It keeps non-residents from parking on your street. This makes it easier to park your vehicle near your home. Find out more on our Resident parking permit page.
Parking in a housing estate car park
Car parks on local council estates have their own permit schemes. You need to display or hold the correct permit for that specific estate. View housing estate car park locations.
You can view the list below to see if your address is eligible for an estate parking permit:
Zone H1
- Barons Mead and Sandridge Close: Numbers 1 to 98 Churchill Place
Zone H2
- Brigade Close: All addresses
- Cowen Avenue: Numbers 1 to 73 Cowen Avenue. Flats 1 to 10 at Number 29 Northolt Road. All odd numbers 61 to 171 Northolt Road. This includes all odd-numbered addresses ending with an 'a'.
Zone H3

Dobbin Close: Numbers 1 to 31 Goddard Court on Dobbin Close, and Numbers 1 to 16 Dobbin Close
Zone H4

Kipling Place: Numbers 1 to 25 Kipling Place
Zone H5

Milton Road: Numbers 1 to 10 Milton Road.
Parking on bank holidays
Normal parking and CPZ rules apply on bank holidays. Please check signage when parking your vehicle. If you have a question about parking on a bank holiday, email transportation@harrow.gov.uk.
