Applying for a Blue Badge
Please read the guidance notes and policy statement before applying:
You will need to upload the following documents to submit your application.
- a passport size photo
- proof of address
- proof of identification (such as passport or driving licence)
- proof of benefits (if you get any)
If you do not have all of the relevant documents you will not be able to submit the form. You can save the form and return to complete it at a later date.
It may take 30 to 40 minutes to complete the form. Applications take up to 12 weeks to process.

Coronavirus / Covid-19
To reduce the risks of Coronavirus spreading to our vulnerable clients, Harrow has temporarily changed the process for concessionary travel assessments. Until further notice face-to-face mobility assessments will be suspended. Residents will still need to apply for Taxi Cards, Freedom Passes and Blue Badges in the normal way but where a mobility assessment is required, this will instead be carried out over the telephone by a qualified Occupational Therapist. If you’re applying for the first time, we’ll guide you through any changes that will affect you.
How we will use and share your information
We will use the information you provide when you apply for a Blue Badge, Freedom Pass or Taxi Card to process your application. We will also use the information you provide for other purposes. For further detail please download our privacy notice for concessionary travel.
