Conservation areas and Article 4

Article 4 Direction

What is Article 4 Direction?

Article 4 Direction is part of planning legislation. It allows the council to remove permitted development rights. An example is changing the use of an area or a property in certain limited situations. They may do this to protect local amenity or the area's well-being.

When was Article 4 Direction introduced?

We introduced Article 4 Direction in a planning committee on 30th May 2018. This meant that planning permission may now be needed in areas where it otherwise would not have.

For example, you may need planning permission to demolish all or any:

  • gate
  • fence
  • wall or other means of enclosure;

in any of the 14 conservation areas for selected properties.

More information can be found in the committee report (item 26).
