Pay a PCN

We issue a Penalty Charge Notice (PCN) if a driver parks illegally, drives in a bus lane or makes a banned right turn. Traffic offences like these are known as a contravention.

PCNs in the London Borough of Harrow are:

  • between £60.00 and £130.00 depending on the severity of the contravention
  • reduced by 50% if paid within 14 days (or 21 days for some types of contravention as stated on your PCN).

PCN penalties need to be paid but do not result in a criminal record or points on a driving licence.

Pay your PCN online

  • To pay your PCN online, start by entering your vehicle registration on our parking and permits page. You will be able to view details of your PCN and photos of the traffic offence.
  • You can choose whether to pay or challenge a PCN.
  • You will need to wait up to 24 hours after getting a PCN before you can pay or challenge it online.

We use CCTV to record some parking contraventions as well as moving traffic contraventions.

Pay your PCN by cheque

To pay your PCN by cheque please make it payable to 'London Borough of Harrow' and send it to:

  • Harrow Council, PO BOX 951, Harrow, HA3 3RJ.

How can I request a refund?

If you have made a duplicate payment and would like a refund you will need to email:

  • your HR number
  • vehicle registration number
  • and payment information

to parking.enforcement@harrow.gov.uk.

We will email you to confirm any further details and update you on the status of your refund. If you have paid by cheque bank details will be required.

How can I speak to someone to dispute my PCN?

Due to legislation, our parking team does not take calls about PCNs, as all communications must be submitted in writing.

What do I do if I have lost my PCN letter?

You no longer need to provide a HR number to pay or challenge your PCN. Visit our Parking and permits page and enter your registration number to view active PCNs.

If you need your HR number email: parking.enforcement@harrow.gov.uk. You will need to quote your registration number.

Why has the amount I need to pay doubled?

Once the PCN has been issued there is a 14-day period where the penalty is at a discounted rate (50%). Following this period the penalty goes up to the full charge. Full details can be found on your PCN ticket.

How can I view CCTV footage?

CCTV footage of your traffic offence can be mailed to you for free by post. To request a copy by post email cctv.operations@harrow.gov.uk.

You will need to include your PCN number (beginning with 'HR') and your registration number.

What happens if I have an unpaid PCN?

We process PCNs according to rules which outline how to claim payment for the fine. If you receive three or more PCNs which you are not challenging, and haven't paid, you will not be able to get a parking permit in Harrow.

Buying a used car?

It is important to make sure that any used vehicles do not have any active PCNs. Find out if a vehicle has an outstanding PCN issued within Harrow.
