Penalty Charge re-banding Consultation
London Borough of Harrow is consulting on proposals to change Penalty Charge Notice (PCN) tariffs in Harrow from band B to the higher band A. The two bands are set by the organisation "London Councils" and are approved by the Mayor of London and the Secretary State for Transport.
Our consultation runs for six weeks between 00:01 on September 29th and 23:59 on November 12th (see more information)
London Councils are also consulting on introducing the higher band A across the whole of London. If this is introduced, we will withdraw our consultation and local process for the pan-London approach. View their survey.
Pay a Penalty Charge Notice
Penalty Charge Notices (PCNs) are issued when a driver parks in contravention to a traffic order, or drives in contravention to the traffic signs for Bus Lane and Moving Traffic contraventions.
PCNs in Harrow are:
- between £60 and £130 depending on the severity of the contravention
- reduced by 50% if paid within 14 days (or 21 days for some types of contravention as stated on your PCN)
PCN penalties need to be paid but does not result in a criminal record or points on a driving licence.
Pay or challenge your PCN online
We use CCTV cameras to record some parking contraventions as well as moving traffic and bus lane contraventions. Examples include driving in a bus lane during restricted hours or taking a banned right turn.
- You can view details of your PCN by entering your vehicle registration on our parking and permits page
- Once you enter your vehicle registration you will be able to see details of your PCN including images and/or video clips.
- If you have multiple PCNs you will be able to select each one from a list and see its details.
- You can choose whether to pay or challenge a PCN.
- Please note that you may have to wait up to 24 hours after receiving a PCN before it shows up on the system.
Pay by telephone
You can pay via our automated telephone line on: 020 8424 1220. It is available 24 hours per day. Have a pen to hand to write down the receipt number.

To pay your PCN by cheque please make it payable to 'Harrow Council' and send it to:

Refunds
To contact us for a refund, for example if you have made a duplicate payment, please email your HR number, vehicle registration number and payment information to parking.enforcement@harrow.gov.uk
We will contact you by email to confirm any further details and advise on the status of your refund.
If you have paid by cheque bank details will be required.
I want to speak to someone to dispute my PCN?
Due to legislation, our parking department does not take telephone calls as all communication must be put in writing.
I have lost my PCN letter and I need to pay or challenge my PCN
You no longer need to provide a HR number to pay or challenge your PCN. Visit our Parking and permits page and enter your vehicle registration number to view any active PCNs.
If you still require your HR number, you can email parking.enforcement@harrow.gov.uk quoting your vehicle registration number.
Why has the amount I need to pay doubled?
Once the PCN has been issued there is a 14-day period where the penalty is at a discounted rate. Following this period the penalty goes up to the full charge.

CCTV footage
CCTV footage of your traffic violation can be viewed either at our offices or we can send you the footage by post for free. To book an appointment or to request a copy by post please email cctv.operations@harrow.gov.uk with your PCN number which begins with 'HR', and your vehicle registration number.
Unpaid PCNs
We process PCNs according to rules which outline how to claim payment for the fine.
If you receive three or more PCNs which you are not challenging, and haven't paid, you will not be able to get a parking permit in Harrow.
