Grange Farm Estate

Grange Farm Estate is located in South Harrow. It originally had 282 properties mainly made up of Resiform flats which are a unique type of building involving the use of fibreglass panels for external walls. Following consultation with residents, it was agreed the estate should be redeveloped and the existing homes replaced with modern high quality homes. Housing Services obtained planning permission in March 2019 with detailed consent for Phase 1 (89 homes) and outline consent for Phases 2 and 3 (485 homes).  This is now being reviewed and we are anticipating a fresh application will be submitted to planning in 2024.

Now that residents are moving into Phase 1 we are working on the new planning applications for phases 2 and 3.  This is for a number of reasons including different planning requirements.  For example the provision of sustainable energy solutions such as heat pumps and other regulatory requirements.

However, the Council will deliver on its commitment to retain the same number of  social housing homes on the estate as well as providing a new community centre and generous secure cycle spaces, high quality landscaping, improved pedestrian access to Northolt Road, and a new pedestrian link to the adjacent retail park.

 

Phase 1

Following a competitive tender which involved residents in the selection process, the Council entered into a contract with Higgins in November 2019 to deliver the first 89 homes. This comprises 69 social rented homes and 20 Shared Ownership homes. The main demolition for phase 1 began in July 2020 and the construction of new homes started shortly after and has now completed. Residents started moving into their new homes in September 2023.

Phase 2 and 3

The Council appointed its Joint Venture partner, the HSDP, in 2022 to take forward the development of Phase 2 and 3. The HSDP is a 50:50 partnership between the Council and Wates Residential. Wates will be taking forward the new planning application working with estate residents and consulting with local residents with a view to submitting the application/s in 2024. The plans will take into account changes that have come into force since 2019, the most important being to work towards achieving zero carbon requirements and move away from gas as a primary heating source. The Council will still meet the commitments agreed with the original planning permission such as ensuring replacement of the existing social housing, a new community centre and high quality landscaping.

We will work with residents to identify priority uses of the new community centre.

It is important that the plans for future phases reflect the needs of the Grange Farm estate community and we would encourage everyone who wishes to become involved to do so. 

We would also ask that residents keep us updated on changes to their household circumstances so that we can, wherever possible, take account of those needs in the design and type of the new homes.
