Apply for a Taxicard

The Taxicard is London wide. It's a door-to-door licensed taxi and private hire vehicle service. Harrow members can take a maximum of 40 trips per year.

It is available for those who have difficulty in using tubes, buses and trains. It is for people with serious long-term mobility problems, or severe sight impairment.

What documents will I need?

You will need to upload the following documents to submit your application:

  • a passport size photo
  • proof of address
  • proof of identification (such as passport or driving licence)
  • proof of benefits (if you get any, please provide the full letter showing length of entitlement and points)

Applications take up to 16 weeks to process

It may take 30 to 40 minutes to complete the form. However, there is the option of saving it, so that you can take a break. 

If you do not have all of the relevant documents you will not be able to submit the form.

Paper applications

Paper application forms can be completed by hand, by people who are unable to use the online form. There are two versions of paper form. One is standard and one is an Easy Read version. Which one is right for you?

  • the Standard form 
  • the Easy Read Form. This version is for people who have difficulty reading. It has multiple sections but you might not need to print them all out. See details below. A person reading an Easy Read version of a document

Everybody must fill in sections A, B and E. At the end of Section B it tells you if you need to fill in sections C and D.

Renew or replace a Taxicard

For replacement Taxicards see the London Council's website. It provides information on lost, stolen, damaged and faulty Taxicards.

Your circumstances will need to be re-assessed to determine if you are still eligible. You will need to complete a new application form and provide supporting evidence.

How we will use and share your information

We will use the information you provide when you apply for a Blue Badge, Freedom Pass or Taxicard.

Evidence Requirements

What evidence do I need to prove my identity and residency?

You'll need to provide:

  • Proof of identity (passport, driving licence, birth certificate)
  • Proof of residency in Harrow (recent utility bill, council tax bill, or GP registration, NHS letter)
  • If you pay council tax in Harrow, this will be used as evidence if the property is your main residence (not a second home)

How long must my condition have lasted to qualify?

Your disability or medical condition must be permanent or have lasted (or be expected to last) at least 12 months.

Can my GP provide supporting evidence?

While GPs can provide medical summaries, Harrow Council uses independent health professionals for assessments. GP endorsement alone is not sufficient for non-automatic applications.

What automatically qualifies me for Taxi card?

  • Higher Rate Mobility Component of DLA
  • PIP with 8+ points for 'moving around'
  • Registered as Severely Sight Impaired/Blind
  • War Pension Mobility Supplement


Evidence needed: Current proof of benefit receipt.

What evidence is needed if I don't automatically qualify?

You must show:

  • Serious mobility impairment causing you to always walk with excessive labour, at extremely slow pace, or with excessive pain
  • Difficulty using public transport
  • Your impairment is constant and permanent

 

Evidence similar to Blue Badge/Freedom Pass mobility criteria:

  • Medical diagnosis
  • Walking ability details
  • Medication and treatment
  • Impact on daily activities
  • Mobility aids used

What if I don't have all the evidence?

If your evidence is insufficient, you will be contacted to request additional information. You have 56 days to provide the required evidence.

Will I need a face-to-face assessment?

Most applications are decided through desktop assessment. You may be invited for a face-to-face mobility assessment if:

  • Evidence is unclear
  • Further assessment is needed

What if my application is refused?

You have the right to appeal within 4 weeks of the refusal date. You must provide additional evidence beyond what was originally submitted.


If refused after appeal, you cannot reapply for 9 months unless your mobility has significantly deteriorated, with medical evidence to prove it (e.g., hospital discharge summary, consultant letter confirming diagnosis and effect on mobility).

Important information

  • You are responsible for gathering evidence and any associated costs
  • Evidence must be recent and relevant to your claimed condition
  • Diagnosis alone is not enough - evidence must explain how your condition affects your mobility or ability to make journeys
  • All evidence will be reviewed by independent health professionals, not your own GP
