Extension of the Scheme from 2026
We have extended and expanded the selective licensing scheme. It now covers additional areas where evidence shows a continued need to:
- improve housing conditions
- reduce anti social behaviour
- and support better management standards in the private rented sector.
Areas Subject to Selective Licensing
Selective licensing will apply to all privately rented houses within the boundaries of each designated ward, as outlined on the official ward maps included in the designation documents.
Under Part 3 of the Housing Act 2004, the Council has designated the following wards for selective licensing:
- Edgware (effective 27 April 2026)
- Roxeth (effective 27 April 2026)
- Greenhill (effective 6 July 2026)
- Marlborough (effective 6 July 2026)
- Wealdstone North (effective 1 September 2026)
- Wealdstone South (effective 1 September 2026)
Each designation lasts for five years from its respective commencement date.
The designation applies to any house that is let or occupied under a tenancy or licence, unless it falls under one of the exemptions prescribed in the Housing Act 2004 or The Selective Licensing of Houses (Specified Exemptions) (England) Order 2006.
Where can I inspect the designation?
Copies of the designation documents, maps and related information can be inspected at the Harrow Civic Hub during normal office hours.
Where can I obtain licensing applications and general advice?
Application forms, guidance, and further support are available through the Private Sector Housing Team at the Harrow Civic Hub and on the Council’s website.
Do You Need a Licence? Important Advice for Landlords, Managing Agents and Tenants
If you are a landlord, person managing a property, letting agent, or tenant within any of the designated wards, you are advised to contact the Council to check whether the property requires a selective licence.
Some types of properties are exempt, such as:
- licensable HMOs
- registered social landlord properties
- long leaseholder arrangements
- student halls managed by recognised educational institutions
- and other exemptions detailed in the legislation.
