Harrow Care Leavers will be exempt from paying Council tax until their 25th Birthday. The exemption will apply after all the usual discounts, exemptions and rebates have been used.
This is not an exemption in the normal sense of the word, as Children Services will make a fund transfer to cover the Council Tax so no adjustment will be shown on Council Tax bills issued to reduce the amount due.

Apply for an exemption for care leavers
To apply for the discount you will need to:
- Download and complete the Care Leavers Application form
- You can complete the form online or by hand, but you will need to print it to sign it by hand
- Scan the signed application form using either a scanner or taking a picture of it using your mobile phone.
- Attach the image and answer the questions on the Evidence form.
