How do we work out the Council Tax charge?
When we calculate the charge for Council Tax, we first work out the charge for a band D property. We calculate other bands as a proportion of the Band D amount. Your home is placed in one of eight valuation bands based on its value on 1 April 1991. The Valuation Office Agency is part of His Majesty's Revenue and Customs. They decide which band your home is in.

Provisional Valuation Banding
If the London Borough of Harrow identifies a property that does not appear on the Valuation List maintained by the Valuation Office Agency (VOA), we will initiate the creation of a property record and corresponding Council Tax account. A Council Tax bill will then be issued to the owner or residents, reflecting a provisional amount payable.
This bill will include a provisional Council Tax valuation band, which is not governed by statute and does not carry a legal obligation for payment. Its purpose is to facilitate interim payments while awaiting the VOA’s formal valuation, thereby reducing any outstanding balance once the official band is confirmed.
The provisional band is assigned based on the following general criteria:

Please note that the official valuation band determined by the VOA may differ from the provisional band applied. In such cases, any overpayment or underpayment will be offset against the actual amount due.
