What is a Supplementary Planning Document (SPD)?
An SPD provides guidance on planning policies in the Local Plan. It can be:
- appraisals of particular areas
- planning briefs for specific sites or
- topic-based supplementary planning guidance notes.
This SPD outlines Harrow School's plans to refurbish part of their school. It shows how the school plans to redevelop its estate over the next 20 years. On 4th July 2013 we adopted a site allocations development plan for the London Borough of Harrow.
We, together with Harrow School, have prepared a SPD to provide further guidance on allocation G01.
It includes:
- guidance on design
- the developments of open space
- The enhancement of heritage assets.
The SPD was consulted on between 31st March and 31st May 2015. It was adopted by the council's Cabinet in July 2015.

SPDs are non-statutory documents. They are not independently examined. They do not have Development Plan status. But, SPDs are subject to thorough public consultation.
This is in line with our Statement of Community Involvement. It must also be consistent with national and regional planning policies.
SPDs are not statutory documents. But, they are considered in planning applications.
