Harrow appoints new Strategic Director of Resources and Innovation

The London Borough of Harrow has appointed Richard Brooks as its new Strategic Director of Resources and Innovation.

Richard joins Harrow from Birmingham City Council, where he led major portfolios including Corporate Services and City Operations. His previous roles include Director of Strategy at Ofsted and advisory work with governments across Africa, the Middle East and India. Richard brings extensive experience in change management, data‑driven improvement and public sector leadership.

Richard said:

Harrow has great strengths including a brilliantly diverse population, an amazing range of neighbourhoods and amenities, and a council with a clear focus on customer service. “I’m looking forward to meeting more of its people and staff, to listening and learning, and making my own contribution to the borough.”

Richard’s appointment supports Harrow’s ambition to put residents first, build a modern, productive and efficient organisation, and deliver customer excellence across all services. His role will be central in helping to shape a council that is fit for the future, improving the way services are designed and delivered so Harrow can meet rising demand in a sustainable way.

Welcoming Richard to the London Borough of Harrow, Managing Director, Alex Dewsnap, said:

Richard takes up his role as Strategic Director of Resources on 2 March 2026.
