Ordinarily Available Inclusive Provision (OAIP) describes the support that every mainstream school should provide for all children, including those with Special Educational Needs and/or Disabilities.

The support includes:

  • Adaptive Teaching: teachers tailoring lessons so every child can participate and make progress.
  • SEN Support: additional help or resources from within the school when needed.

The guidance promotes a graduated response, supporting early identification of needs and timely provision. It also signposts support available from local services.

Developing OAIP was a key priority in the Harrow SEND and AP Strategy (2024–2029), ensuring children receive the right support at the right time.

What does the OAIP guidance aim to do?

  • Promote inclusive practice and early intervention
  • Enable consistent application of the graduated approach
  • Help parents/carers understand SEND processes
  • Equip school staff with adaptive teaching strategies and SEN Support approaches
  • Encourage consistency of provision across all settings

How was it developed?

The OAIP Guidance was co-produced in 2025 with:

  • SENCOs (via Primary and Secondary SENCO Forums and workshops)
  • Parent Carer Forum
  • Educational Psychologists, Specialist Teachers, and other partners

Working groups focused on different areas of need, ensuring the guidance reflects real-world practice and expertise.

What’s Included?

The guidance covers around 30 areas of broad SEN need within the four Code of Practice categories:

  • Communication and interaction
  • Cognition and learning
  • Social, emotional and mental health
  • Sensory and/or physical needs

For each area, you’ll find practical dropdowns:

There are also links to relevant local area services, links and resources.

This is a shared resource for SENCOs, teachers, and parents to support inclusive practice.

Feedback and next steps

Feedback so far has been extremely positive from schools, parents, health professionals, and voluntary sector partners. This is a living resource, and we welcome your input as we continue to develop it.

Upcoming improvements include:

  • Adding infographics and downloadable pages for teachers
  • Enhancing the graduated approach section with clearer expectations
  • Refining language to be more neuro-affirming
  • Improving accessibility beyond the current Easy Read version
