London Borough of Harrow wants to hear from residents about three new suggested Local Areas of Special Character (LASC) across Kenton, Pinner and West Harrow.

A LASC is a way to recognise neighbourhoods that have a special local look or feel. Unlike Conservation Areas, LASCs don’t change what you can build without planning permission – but if permission is needed, the work must respect the area’s character.
Last year, two LASCs were successfully introduced in parts of West Harrow and Pinner, thanks to strong community support. Now the council wants to protect more areas that highlight Harrow’s rich local character.
The three proposed areas have a unique identity, with well-kept buildings, street layouts and features that are special to the local community. The LASC areas under consultation are:
- Kenton – Kenton Park Parade (Nos. 1–40, all properties)
- Pinner – 18–40 (even) and 51–63 (odd) West End Lane, and 79–81 West End Avenue
- West Harrow (extension) – additional properties proposed at:
- 158–166 (even) and 181–189 (odd) Vaughan Road
- 81–129 Butler Road
- 2–32 and 54–76 Drury Road
- 16–42 Heath Road
Deputy Leader and Cabinet Member for Planning and Regeneration, Cllr Marilyn Ashton, said:
“We’re proud of Harrow’s unique neighbourhoods and want to protect what makes them special. These proposals help keep the character of our historic streets and buildings, which local people care deeply about.
“We brought in the LASC designation to recognise areas that may not be Conservation Areas but still matter to our community. Thank you to everyone who suggested these areas – and we encourage all residents to have their say in this consultation.”
The areas in Kenton, Pinner and additional parts of West Harrow were recommended for LASCs by local conservation groups. Following a review by officers and the Planning Policy Advisory Panel, the council approved a six-week public consultation on the new proposals.
Residents living in the proposed areas will receive a letter and are invited to take part in the consultation via MyHarrow Talk
The results of the consultation will be reviewed by the council’s Planning Policy Advisory Panel later this year.
