Shape the future of Harrow’s parks and open spaces

Parks and green spaces are a vital part of life in Harrow – places where families spend time together, children play, and communities connect.

  • Eight-week consultation open to share your views on how Harrow manages its parks and open spaces over the next five years
  • Ambitious target of nine Green Flag Park accreditations – a borough record
  • £6 million investment planned to improve and modernise Harrow’s parks over the next three years

The London Borough of Harrow’s draft parks and open spaces strategy sets out how we plan to manage these vital community assets over the next five years – and we’d like your views to help us shape this

The strategy covers five key priorities:

  • Protecting Harrow’s parks and open spaces and encouraging wildlife.
  • Making sure everyone can enjoy good-quality parks, no matter where they live or who they are.
  • Managing the parks and open spaces in our borough in ways that help nature, improve the air and water, and help us in our target to be carbon neutral by 2030.
  • Boosting health and happiness by giving people safe, clean, and welcoming places to exercise and relax.
  • Getting more local people, groups and businesses involved in the design and care of Harrow’s parks and open spaces.

Councillor Janet Mote, Portfolio Holder for Community & Culture, said:

“Over 20 percent of land in our borough is either a park or an open space, they are one of Harrow’s greatest assets – and we know how much they matter to our residents.

“This strategy sets out how we plan to improve and protect these spaces for everyone to enjoy. Your feedback is vital to help us get it right.”

We want to ensure everyone in Harrow can enjoy safe, clean, and welcoming green spaces close to home. And that’s why as part of our ambition to restore pride in Harrow and ensure our borough is clean and safe, we’re investing over £6 million in our parks over the next three years. This investment will fund a wide range of improvements – including upgraded footpaths, entrances, signage, refreshed playgrounds, modernised buildings, and safer, more inclusive spaces for all ages.

We are making our parks cleaner and more welcoming with the introduction of large litter bins in 12 parks, helping to reduce waste and create a better environment for all users. In addition, we are working to boost the number of Green Flag-awarded parks in Harrow, with a flagship target of achieving nine Green Flag accreditations – the highest number in Harrow’s history.

Residents are encouraged to read the draft strategy and complete a short survey via the Council’s consultation platform, MyHarrow Talk.

All feedback will be reviewed by council officers and the strategy steering group to ensure the final version reflects the community’s shared vision for Harrow’s parks and open spaces.

The consultation is now open for comments until 11.59pm on Monday 14 July 2025.

Notes to editors

  • The draft strategy includes parks, amenity green spaces, nature reserves, sports fields, playgrounds, and any other open spaces that contribute to the borough’s environment, community health, and well-being.
  • However, the Strategy excludes allotments and cemeteries, as these spaces are managed under different frameworks.
