People detained in prison or hospital discount

Where someone is detained under remand or custodial powers, they will be discounted for council tax purposes. The person must be detained in a prison, hospital or other place by the order of a court, or under an Immigration or Mental Health Act.
People detained for non-payment of council tax will not be discounted.

The prison or detention centre will be contacted to confirm the details before the discount can be awarded.


To apply for the discount you will need to:

  1. Download and complete the application form
  2. Scan the completed refund form using either a scanner or taking a picture of it using your mobile phone.
  3. Send the scanned/pictured image to your computer eg by email or text.
  4. Attach the image and answer the questions on the evidence form.
