How to report safeguarding concerns about a vulnerable adult to Harrow Safeguarding Adults Team

The HSAB does not provide direct adult safeguarding services. If you are concerned that a person is at immediate risk of harm in an emergency, please call 999 immediately.

Harrow's Safeguarding Adults Board (HSAB) is a multi-agency partnership. It is made up of a wide range of statutory, independent and voluntary agencies and organisations.

These all work together to keep adults safe from the risk of abuse, harm or exploitation; particularly those who are most at risk.

Safeguarding Adults Review (SAR) Referrals & Procedures

The SAR Notification form should not be used in place of the Safeguarding Adults Referral Form to share safeguarding concerns for a vulnerable adult with Harrow Safeguarding Adults Service. Please contact Safeguarding Adult Services as noted above if you wish to report concerns about a vulnerable adult in Harrow for support. 

The Safeguarding Adult Review Referral Form below is to be used in line with information contained in s.44 of the Care Act (2014). This form is completed where it is suspected that an adult with care and support needs has died as a result of known or suspected serious abuse or neglect or is still alive and has suffered known or suspected serious abuse and neglect and concerns may be held about how local agencies have worked to safeguard that adult. The HSAB will then consider whether SAR threshold criteria are met for an Independent Safeguarding Adult Review to obtain learning and identify how to prevent an adult from suffering similar harm in future.

This form should not be used to report general adult safeguarding concerns – please see information above about how to contact the Safeguarding Adults Service so you can get support for a vulnerable adult.
