New Article 4 directions - 2022 to 2023

The outcomes of the formal consultation process that closed on 31 August 2022 and recommended way forward will be discussed at the Planning Committee at its 28 September 2022 meeting. It was agreed at Planning Committee February 2020 to introduce non-immediate Article 4 Direction of the Town and Country Planning (General Permitted Development - GPDO) (England) Order 2015 to require planning permission for the works above under the GPDO.
An Article 4 Direction is a direction under the Town and Country Planning (General Permitted Development) (England) Order 2015 ("GPDO").
It enables the Council to withdraw specified permitted development rights across a defined area. The effect of this is to require planning permission for the specified works where normally such works would not require planning permission.
As agreed by Planning Committee March 2020, the council is introducing non-immediate Article 4 directions. It requires planning permission for certain works within the Conservation Area (“CA”) where facing a highway, waterway or open space across 5 Conservation Areas in the borough for selected residential properties.
The conservation areas, properties covered and justification for the Directions is set out in the Committee report (at item 10).
