How the Coronavirus is affecting Bins, Waste and Recycling

We have had to close our phone lines for Waste services as we are currently prioritising our resources to ensure essential services for vulnerable residents continue so please do not call us about Garden Waste.

We are sorry for the inconvenience this has caused, but hope you will understand that health & wellbeing is our priority.

We ask that you also follow all advice from NHS and GOV.UK to protect yourself and others.

Below are some frequently asked questions that you have been asking for garden waste and household waste. We will aim to update these regularly.

Garden waste

When will the garden waste collection start again?

We are currently postponing the start of the 2020 service and hope to start the service beginning of May.

How will I know that garden waste collections have re-started?

Currently the position is that we hope to start collecting at the start of May. Should this need to change, we will update our website.

Will I get a full refund?

Only if the council decides to cancel the service completely.

Will a get a partial refund?

Once the Garden Waste service is resumed, we will work out any compensation/extra collections due, and this will be amended. Our customers will not lose out.

How do I dispose of the garden waste I currently have?

Grass cuttings – It is better to cut the lawn and not collect the grass, just leave it on the garden (Cut and drop). If you do collect, please do not put in your Garden Waste bin, as it will rot and smell.
Leaves and branches – It is better to cut or shred these, and keep for later disposal. Shredded or cut waste will compost quicker.

Will you provide me with a temporary bin to allow me to store my (excess) garden waste, as my current bin is full?

We are unable to provide temporary bins to allow people to store excess garden waste.

When will the garden waste collections stop?

If you are currently having Garden Waste collections, the last scheduled collections have taken place with the 27th March 2020 as the last day.

Can I leave my excess garden waste rubbish outside my property if I have a driveway?

No. Please keep waste in your garden as advised above.

Can I leave my excess garden waste rubbish outside my property if I have a garden?

Can I leave my excess garden waste rubbish outside on the pavement or public footpath?

You should not leave excess garden waste rubbish outside on the pavement or public footpath – this will be regarded as fly-tipping.

Can I take my excess garden waste to Harrow Recycling Centre?

In line with Government advice regarding social distancing we have regrettably decided to close the Harrow Recycling Centre until further notice.

If I pay someone to remove the rubbish, will the Council refund me?

If you decide to pay someone to remove garden waste from your property, this is your responsibility, and the Council will not refund any such expenses.

Please remember that your waste is your responsibility. If your waste is fly-tipped, you will be liable.

If I accumulate garden waste on my property, will you prosecute?

No. Please keep waste in your garden as advised above.

Will my bin be collected?

You can check the bins page view your bin collection dates, any changes will be published online.

Will bin deliveries be affected?

This could be affected depending on the availability of the staff that deliver the bins to the whole borough.

Will fly tipping still be cleared?

Fly tipping's will still be cleared regularly once they have been reported via the our fly tipping form.

Will my street be cleared as per scheduled?

This may have to be changed, however please view the website for regular updates regarding your street cleaning.

Frequency of cleansing will change as staff are supporting the waste collection service which is a priority.

If I report a missed bin will it be cleared within three working days?

This may be delayed, however you should still report your bin as missed and the team will clear the bins with the resources available.

Can I use the Harrow Recycling Centre?

Will the street litter bins be emptied on a regular basis?

Yes, the street litter bins will be emptied regularly there is currently no changes to this service.
