Introduction to SA Scoping Report

The Planning and Compulsory Purchase Act (PCPA) 2004 requires sustainability appraisal (SA) of all emerging Development Plan Documents.

The purpose of SA is to promote more sustainable development by checking and testing a plan for the quality and robustness of its environmental, social and economic content.  An SA can provide more sustainable policy direction or advice enabling the development that the plan is guiding to inherently become more sustainable.  SA must be closely linked with the plan-making process and be iterative.

The first stage of the SA process is to prepare a Scoping Report which provides a range of background information (evidence base) and identifies the way in which the SA framework is to be applied to DPDs.

A Draft SA Scoping Report was subject to scrutiny by the four SEA statutory authorities (the Environment Agency, English Heritage, English Nature and the Countryside Agency) between 25th July - 29th August 2006, prior to wider consultation which took place over a six-week period in September and October 2006 (6th September - 13th October 2006) alongside the Core Strategy Issues and Options Report and the Delivering Development in Harrow Issues and Options Report. 

Consultation was also carried out internally within Harrow Council to engage staff from various departments/sections in the collation and input to the evidence contained within the report, specific to their areas of expertise.

The SA Scoping Report was also subject to external verification by consultants Scott Wilson to ensure that the requirements of the PCPA 2004 and the SEA Directive (2001/42/EC) were met and this final SA Scoping Report has been updated and amended to reflect all the consultation comments received.
