Development Plan Documents (DPDs)
Harrow Development Plan Documents
Development Plan Documents (DPDs) detail planning policies relevant to Harrow, which are used when deciding planning applications. All DPDs are accompanied by a sustainability appraisal (SA); the aim is to promote sustainable development through the integration of social, economic and environmental means. All DPDs are statutory documents and are subject to an independent examination.

The key preparation stages of all Development Plan Documents are summarised as:
Evidence Gathering, this includes gathering relevant information and the production of evidence studies.
Consultation Document, involves the preparation of a Preferred Options document, which is supported by the gathered evidence, and sets out policy issues, including alternative approaches where appropriate. This document is produced for a 6 week public consultation and is accompanied by a sustainability appraisal.
Pre-Submission Document, following an assessment of consultation responses and any subsequent refinment to the preferred options, a final draft version of the document is prepared. This pre-submission document and sustainability apprasial is made avaliable for public comment before being submitted to the Secretary of State for consideration through an independent examination.
Examination in Public (EIP), all DPDs will be submitted to the Secretary of State for an independent examination and will be assessed in terms of the soundness and robustness of their content and the process by which they were produced.
Adopted Document, following the independent examination Harrow Council will receive a binding report from the inspector. The Council must then implement any changes within this report before formally adopting the Development Plan Document.
