Local development framework / policy
Work has started on introducing new planning documents for Harrow under the Local Development Framework (LDF), which sets out how future planning will be carried out in the borough.
Under the Planning and Compulsory Purchase Act 2004 structure plans, local plans and supplementary planning guidance have been replaced by new Regional Spatial Strategies (the London Plan) and a series of local planning documents which forms the Local Development Framework (LDF). This is intended to be a more efficient system, helping to shape communities and achieve sustainable objectives.
The Local Development Framework will replace Harrow's Unitary Development Plan (2004) and supporting Supplementary Planning Guidance documents.
The LDF will be made up of a set of local development plan documents, the most important are development plan documents (DPDs) and supplementary planning documents (SPDs).
Development Plan Documents are the overarching policy documents that will manage growth and development within Harrow. These are statutory documents and are subject to an Examination in Public (EIP).
Supplementary Planning Documents (SPDs) provide further detail and guidance on how the DPDs will be implement. These are non statutory documents.
Under national planning legislation, the Council is required to consult with the public, key stakeholders and statutory consultees in the development of planning documents. The Council will consult with the public on all draft and final versions of both DPD and SPD documents.
How can you get involved?
The LDF has a strong emphasis on engaging the community throughout the whole planning policy development process, not just when draft policies have been developed. The Statement of Community Involvement sets out how and when the local community and key stakeholders will be involved in the preparation of the LDF documents.
