Infant class admissions appeals
What the law says
The School Standards & Framework Act 1998 gives parents the right to express a preference as to the school they would like their child to attend. The Act also requires Harrow to limit the size of infant classes (that is Reception, Year 1 and Year 2) to 30 or under.
Therefore, no infant class may contain more than 30 pupils in one teaching group. This means that Harrow may refuse to admit a child to a school where to do so would require qualifying measures to be taken, such as employing another teacher or building an extra class room, in order to keep infant class sizes to 30.
