Parking for people with disabilities

Automatic eligibility

Harrow residents are automatically eligible to apply for a blue badge if they are over two years of age and meet at least one of the following criteria:

• Receives the Higher Rate of the Mobility Component of the Disability Living Allowance
• Registered Blind / severely sight impaired with Harrow Council via a formal notification by a Certificate of Vision Impairment issued by a consultant Ophthalmologist
• Receive a War Pensioners' Mobility Supplement
• Receive Armed Forces and Reserved Forces (Compensation) Scheme

Recent and current documentation will be necessary to support your application.

Non automatic eligibility

People who do not meet the above criteria may also qualify for a badge. They would need to meet one of the following criteria and may require further assessment from Harrow's independent assessor:

1. A person must be over two years of age and be unable to walk or have very considerable difficulty in walking because of a permanent and substantial disability.
2. A parent of a child who is less than 3 years old may apply for a badge for their child if the child has a specific medical condition. This usually means that they:
   • Must always be accompanied by bulky medical equipment, which cannot be carried around with the child without great difficulty
   • Need to be kept near a motor vehicle at all times, so that they can, if necessary, be treated for that condition in the vehicle, or quickly driven to a place where they can be treated, such as a hospital.
3. A person must drive a motor vehicle regularly, have a severe disability in both arms, and are unable to operate or have considerable difficulty in operating, all or some types of parking meters.  In this case you will usually be expected to drive a vehicle with adapted steering on account of a severe disability in both arms.

People with behavioural or psychological disorder will not normally qualify unless their impairment causes very considerable difficulty in walking all the time.
