Rules and procedures
Harrow Council purchases goods, services, works and utilities from many different suppliers and contractors. Authority to make buying decisions is devolved throughout Harrow Council, on the basis that managers in each service area are best placed to understand needs and buy accordingly. A central Commercial, Contracts and Procurement team provides specialist advice and support to all departments of the council. There are several rules which affect how the council buys:
European and UK law
The range of legislation that defines how the council must procure includes; EU treaty principles, EU Public Procurement Directives, UK Procurement Regulations, Best Value Statutory Guidance, Equality Act 2010 and Public Services (Social Value) Act 2012.
