How to tender for council work

Harrow Council spends millions of pounds on procurement each year.

Much of this spend is made via the Council contracts that are already in place.  Potential suppliers can identify what contracts are already let by searching Harrow contracts in the Capital Amibition Pan London Contracts Register Service (CPS)

Where officers are to let new contracts, they mus follow EU Public Procurement Directives and associated legislation and Council Contract Procedure Rules when doing so.  This is described on the "Rules and Legislation" page.

Suppliers interested in tendering for new contracts, or existing contracts when they come up for renewal, should register within Harrow Council's Bravo E-tendering portal.  The portal includes an automated alert system, so that suppliers registered within it are automatically emailed with details of new procurement processes relevant to their sectors.

Harrow based suppliers who are interested in being invited to quote for low value tender opportunities may wish to register in the Harrow Business Directory.

In late 2011, Harrow Council undertook a major Procurement Review to identify opportunities for improved efficiencies and cost reductions.  The review identified instances of Council officers using suppliers/providers outside of established corporate contracts.

Corporate Procurement, Corporate Finance and individual directorates now work together to identify suppliers/providers from whom the Council is procuring goods or services that do not have a contract in place and/or are more expensive than the current, contracts suppliers.  These suppliers/providers are 'delimited'; that is, removed from the Council's SAP finance system.  This has the result of Council officers no longer being able to purchase goods or services from that supplier/provider.

Any suppliers effected by the delimiting process are particularly encouraged to register within the Bravo E-tendering portal, so that they can compete for relevant contract(s) when the current contract(s) expire.
