Land Charges Statement of Estimates for 2010/11
This statement is published in accordance with Regulation 9 (1) of the Local Authorities ( England ) (charges for property searches) Regulations 2008
1. Estimates for 2009/10 (year 1) charges were based on costs established in 2007-08 with an estimated take up of requests for information based on approx. 3,000 - as set out below.

Cost of handling enquiries (including staff time, management, and maintainance of Information) £323,964
Cost of IT hardware, software, software licences and insurance £18,000
TOTAL COST £341,964
Estimate of number of annual requests received
Based on requests received in 07/08 and the reducing pattern of requests for 08/09, it was estimated that the number of requests for 2009/10 was likely to approximately 3,000.
The previous breakdown of requests between personal searches and official searches was used to calculate the charges for 2009/10 to recover the costs detailed above.
A statutory charge for a personal search of the register increased from £11.00 to £22.00 from 1 January 2010.
2. Actual costs, searches and income - 2009/10
TOTAL COST OF PRODUCING SEARCHES = £355,052
(The above cost is based on the 2007/08 model of estimated costs of £341,964 inflated by 2% for staffing costs for 2008/09 and again by 2% for 2009/10).
TOTAL NUMBER OF SEARCHES = 4,718
TOTAL FEES COLLECTED = £384,602
Surplus of income over costs = £29,550
3. Estimates for 2010/11 (year 2) charges are based on the following:
Cost for 2009/10 = £355,052 less the surplus income generated in 2009/10 of £29,550 = costs of £325,502.
Funding for IT investment in the service has also been included in the recovery of total costs.
Estimate number of requests for 2010/11
Based on the pattern of requests received in previous years it is estimated that the number of requests for 20010/11 is likely to be approximately 3,000.
The breakdown of requests from previous years between personal searches and official searches has been used to calculate the charges for 20010/11 to recover the costs detailed above.
