Transport policy statement for students aged 16-19

Introduction

From April 2010, the local authority has responsibility for the commissioning of learning and training provision for all 16-18 year olds and 19-24 year olds with learning difficulties and/or disabilities.  The local authority also has responsibility to prepare and publish an annual Post-16 Transport Policy Statement specifying the arrangements for persons of sixth form age receiving education or training.  Aligned with the new commissioning responsibilities there have been some changes required to the council's Transport Policy Statement for 16-19 year olds and further changes will be required for the 2011-12 academic year.  How the council will address these changes is outlined below.

The section of the Post-16 Transport Policy Statement on learners with learning difficulties and/or disabilities will be reviewed and re-drafted for consultation.  Additional consultation will be completed with Independent Specialist Providers and other organisations representing this group of learners.

The Post-16 Transport Policy Statement is subject to the council's Corporate Complaints Policy.  Details are included in the policy statement about how to make a complaint.

For the academic year 2010-11 the local authority needs to consider its responsibilities for commissioning post-16 learning and training when developing its Post-16 Transport Policy Statement.  The Post-16 Transport Policy Statement for 2010-11 is presented below with further information on eligibility, the assessment process and how to apply.
