Flooding
Responsibilities
In addition to Harrow's role as LLFA we are also a Land Drainage Authority (LDA) and have published our own Land Drainage Bylaws. The LLFA advises the Planning Department on managing flooding within development using the Strategic Flood Risk Assessment (SFRA).
Harrow LLFA also liaise with the Environment Agency on flooding matters who have National responsibility for flooding and managing flood risk within development through National Planning Policy Framework 2012.
Clause 21 of Flood and Water Management Act 2010 requires the LLFA to maintain a risk based asset register of flood defence structures or features including information regarding ownership and condition.
Harrow LLFA has a database of the 65 flood defences and detailed river network including mapping of their GiS (Geographical Information Systems) locations.
