Housing Evidence Base

Introduction to the Housing Evidence Base

Housing ChangesThis document sets out:

  • the evidence base for Harrow's housing policies and changes;
  • and provides supporting information about housing and related issues which will need to be addressed as the council responds to the coalition government's policies.

The evidence base document consists of an initial chapter which sets the wider policy context and influences on housing and is followed by seven sections:

Section 1: Population
Section 2: Housing Context
Section 3: Affordability
Section 4: Homelessness and Housing Needs
Section 5: Social Housing and the Housing Register
Section 6: Additional Housing Needs
Section 7: New Housing Supply

This evidence base should be read in conjunction with a number of other documents, including:

1) The Harrow Vitality Report - providing a range of information that supports the council's strategies and policies.
2) Harrow's Local Development Plan
3) The West London Strategic Housing Market Assessment 2010
4) The evidence base for the mayor's housing strategy - In line with the requirement for borough housing strategies to be in 'general conformity' with the regional strategy, our evidence base takes account of the regional documents.

Any comments on this document or suggestions for future versions are welcomed and should be emailed to housing changes (contact details on the right)
