Developers: affordable housing

Housing Enabling

The Housing Enabling team is responsible for monitoring and delivering new affordable housing in Harrow.

In partnership with the Homes and Communities Agency (HCA), Registered Providers (RPs) and private developers through Section 106 agreements, the Enabling Team seek to maximise the provision of affordable housing.

Section 106 Schemes 

The maximum reasonable level of affordable housing will be sought from residential schemes capable of accomodating 10 residential units or more in line with London Plan and Local Development Framework Policy.

Applicants will be expected to submit a Three Dragons Affordable Housing Toolkit in order to determine the maximum level of affordable housing on individual schemes.

Early dialogue between residential developers and the Enabling Team where an affordable housing element is likely to be required is strongly encouraged. Initial dialogue is encouraged well before the submission of a planning application. The Enabling Team will advise on the particular type and size of affordable housing required on individual schemes as well as providing details of suitable RP partners working in Harrow.
