Taxicard: FAQs on usage review
Q: Why has my pass been stopped?
A: London Councils, who manages the Taxicard scheme on behalf of all the London boroughs and the City of London, has reviewed usage of the scheme to identify Taxicard members that have not used their cards since April 2012.
Q: What is the purpose of this review?
A: The purpose of the review is to ensure that the Taxicard database is kept up to date and to remove records of members who no longer use the scheme. This will ensure that our data handling is more efficient and will prevent us from sending unnecessary information to members who no longer use the scheme.
Q: How do you know I have not used my Taxicard?
A: Every Taxicard trip is recorded on our database. We have reviewed all Taxicard trips taken since April 2012 and have identified that you have not taken a trip since this time.
Q: What happens if a Taxicard holder has died?
A: Their pass will be cancelled. If you are aware that a Taxicard holder has died, please inform London Councils by emailing firstname.lastname@example.org or calling 020 7934 9791.
Q: What happens if a Taxicard holder has moved outside London?
A: Their pass will be cancelled. The Taxicard scheme is paid for by the London boroughs and Transport for London. To be eligible your main home must be within one of the 33 London local authority areas. If you know that a Taxicard holder has moved out of London, please inform London Councils by emailing email@example.com or calling 020 7934 9791.
Q: My Taxicard was cancelled but I still want to be a member. How can I reapply?
A: If you wish to reapply for the scheme, please go to the Taxicard website – www.taxicard.org.uk or contact London Councils by emailing firstname.lastname@example.org or calling 0207934 9791.
To be automatically eligible for a Taxicard your main home must be in one of the 33 London boroughs and you must meet one of the following criteria:
- be in receipt of the Higher Rate Mobility Component of the Disability Living Allowance
- be in receipt of 8 points or more for the moving around activity component of the Personal Independence Payment (PIP)
- be in receipt of the Higher Rate Attendance Allowance (Not all London boroughs accept this benefit as an automatic qualifier, please contact London Councils to see whether your borough accepts this.)
- receive the War Pension Mobility Supplement
- be registered severely sight impaired/blind
Some people who do not meet the automatic eligibility criteria may still be eligible for a Taxicard if you have serious mobility difficulties that restrict your access to mainstream public transport. If you think this applies to you will need to reapply for the scheme by completing a new application form and providing the relevant documentation requested –a passport size photo, proof of residency and proof of identity.
Q: Is this happening in all boroughs?
A: With the exception of the London borough of Camden, Hillingdon and Richmond all boroughs have participated in the exercise.

Blue Badges: FAQs on European Parking Badges (Blue Badges)
Q: I have not received notification to renew my Blue Badge, will my replacement badge be sent out automatically?
A: No, Harrow Council does not inform badge holders when it is time to renew their badge. It is the Badge holder’s responsibility to apply for their new badge before it expires. We recommend reapplying to renew your badge 12 weeks before the expiry date. This is not an automatic process as you have to be re-assessed every three years.
Q: How long will it take to receive my blue badge?
A: You should apply for your Blue Badge before the expiry date which can be found on the front of your Badge, the process can take 8-12 weeks to complete, from start to finish depending on your application. As you may require a further assessment.
Q: I think I may meet the Automatic criteria for a Blue Badge but I am not sure?
A: If you are receiving Disability Living allowance on higher rate, Mobility component, or score more than 8 Personal Independent Payment points for moving around, you are regarded as meeting the automatic criteria and a blue badge will be issued without assessment but you will still be required to complete an application form and provide the required documents to support your application.
Q: I have had a Blue Badge for many years can you just use the information from my previous application?
A: No we cannot use old information. Every three years you have to have your eligibility for a Badge re-assessed this is Transport for London policy that all authorities have to follow.
Q: My badge expires in 2 weeks and I’ve not heard if it’s ready or not?
A: All new Blue Badges have a start date printed on them we can only contact you near the expiry date of your old Badge to arrange collection of the new one. Badges cannot be issued in advance of the new date.
Q: I’ve got my Blue Badge and I have also applied for a Taxicard/Freedom pass when will I receive my Taxicard/Freedom Pass?
A: Applying for two or three concessions means two different organisations are dealing with the final process of producing two of your concessions, If you have applied for a Freedom Pass/Taxicard these are produced by London Councils and will come directly from them this will take about 7-10 working days.
Q: Can I display my blue badge when it has expired if I put the Approved Assessment Letter with it?
A: No you cannot as your expired Badge is no longer valid and you will risk receiving a Parking fine.
Q: What’s the difference between Attendance Allowance (AA), Disability Living Allowance (DLA) & Personal Independence Payment (PIP)?
